I think you are underestimating the influence of the US government. The governments of other countries frequently give away those countries' freedoms in order to be given a favored trading status with the US. With CAFTA, Central American countries were enticed into adopting excessive, US-style restrictions concering the ownership and exchange of intellectual property. Don't kid yourself into thinking that the US will limit its influence for wiretapping to the water's edge.
