If India wants to stop terror attacks it needs to look for the source of the attacks (the leadership and the underlying reason) and neutralise them. Banning phones will just make them use wrist watches as timers or CB/HAM radio's or some guy with a long bit of string. Will India ban the sale of string? Meanwhile India turns into the oppressive state the terrorists complain about, whilst the average Indian suffers more under the state then from the terrorists. I don't think this device can help people become literate. In fact it can be targeted at India's large middle class base.
