The reason that the ATF got involved was that local and state police didn't want to know, the FBI didn't want to know. Marc Brealt, Koresh's former right hand man, had masses of evidence of statutory rape, child abuse, and all manner of crimes, but nobody other that the ATF would listen til it was too late.
