It's simply the wrong metaphor. A developer is more like an irrigation specialist than a mason: if there's a drought or torrential rains, if a farmer tears up pipelines or ditches with their earthmoving equipment, or even if time passes and some canals simply become clogged with biomass -- these are normal hazards of the medium being worked in rather than faults with the irrigationist's workmanship. I am inclined to think your boss is a little disingenuous, however -- or has he simply managed to never work in any medium more complicated than bricklaying?
