This is just another irresponsible and lazy solution produced by the "leaders" in California. How do you go from a $33 billion voted-on amount to a $231 billion pie-in-the-sky absolutely crazy amount??? Seriously, how does something like this get approved...I really would like to buy some of that persuasion juice.
Besides, what is the point of connecting two large hubs like LA and SanFran, are people commuting between these two places, or is this just so that California's government can say they have a high-speed...er...not so high-speed rail. What is faster, a 1 Gbps connection that can traverse that distance in about 10 milliseconds or any other form of transportation including rail: the answer is obvious so why doesn't California focus instead on all the fraud going on in the state and maybe helping the homeless.
