Some of your speculation is incorrect, while other is questionable. The white house has been targeted. The current U.S. case count is up to 300, and, at least based on news reporting, appears to affect multiple staff in a location. This makes a great deal of sense, as it would cripple intelligence work in that geographical area. The top level decision makers won't have any Intel on which to make decisions, but they're not being attacked directly, so it's not that big of a deal.

As for not affecting other organic matter, we've heard it causes brain damage, but nobody has mentioned so much as a sunburn. Would you expect pulsed RF with those effects to kill grass or plants?

As for the equipment being non-trivial, are you sure it can't be created with run-of-the-mill industrial electronics, flown in on a private jet, or shipped inside a diplomatic crate?

Agreed. Assuming the comment referring to Amnesty not cleaning up his dirty laundry is in proper context, then it's narcissism at a sociopathic level. Narcissism combined with the self-righteous inability to take responsibility for grievous harm ones own actions cause. "I left that gun next to a murder. If you don't go take the bullets out, it's your fault when he kills someone."

It's always helpful to know a person's true motivation.

Regarding intentional cable cuts, I have not seen the most important question: Where is the data now flowing? Did the cable cuts cause data to be rerouted down one or two cables? If so, which cables? Just knowing if that data is now flowing east or west from the affected countries would be very telling.
