Trees do plant themselves but the question is, are they the trees you want? The answer is likely no as some of the first trees to invade can be invasive exotic species. So people planting fallow land with more desirable native species can give a needed head start in some cases.

Can you imagine computer chips developed by the Government? First, they wouldn't make them themselves -- they'd pay contractors an exorbitant amount of money to do it in the name of the government so they'd still be paying private companies except it would cost way more. Second, if any government agency actually was meaningfully involved in the design and administration of this chip developing process, you can be guaranteed that bureaucracy and political games would bring the development to a grinding halt. Third, clearly you don't remember the original rollout of healthcare.gov.
