It takes someone who knows how to write grants. We have a technology director who takes care of the politics and writes grants. She doesn't do any of the configuring work. She focuses on getting money and keeping people happy.
E-rate takes a lot of work, patience, and persistence. The stack of paper work is taunting, but its all worth it in the end.
