You do know that H.264 is also known as MPEG4? And at the same bitrate, H.264 does produce better pictures than MPEG2.

Sure, those weren't digital cameras, and the risk of spreading the pictures was a lot lower. But even if these pictures were leaked - shouldn't those that get in posession of the pictures be punished?
