There's a difference between using a fire extinguisher to put out a toast oven fire and using one when your entire house is engulfed in flames within a few minutes and the fire department is already using the fire hydrant against 8 other fires on your block so there's no pressure left for you to try to do anything by yourself.

You've misinterpreted the ruling in the case you mentioned. This was an NTSB Administrative Judge saying that the FAA specifically allows Recreational and Hobby aircraft, but makes no mention of commercial restrictions. The new memo released by the FAA fills the gap by explicitly banning commercial drones.

The FAA regulates all airspace in the US. It is within its rights to specify what can and cannot be done.

My understanding is that you can perform an operation on A when it arrives and B will represent that operation where ever it is. So, to keep the analogy, you can fold A in half and open it. Then when you look at B, you'll see a crease in the paper.

Perhaps this has more to do with location and the school than it does with her being black, though there may still be a correlation. In a wealthy area, if something like this happens its a one off and you don't need to make an example of the offender. However, in a poor area where there is presumably more crime, you have to be stricter about the actions of the individuals. I have no idea if Bartow, FL is a poor area or not.

You could also take advantage of a Google Voice account on top of whatever number you use to get your room/desk phone to ring along with your mobile phone.
