Heck, just use .999 fine silver. It's the alloy in sterling (7.5% copper) that causes tarnish.
If you need the hardness the copper adds, there are now oxidation resistant alloys available. You'll pay a premium for them, beyond the cost of the wire. Which you'll pay through the nose for at $7 an ounce before any fabrication charges. You could also plate the sterling wire with .999 pure. Any application of heat requires replating when completed.
