I don't disagree with this, but if your are a CTO.. you sound really naive. Code monkeys can handle 90% of the "coding" required for typical corporate applications. This notion that you need hard core programmers (and btw, COBOL and FORTRAN are code monkey tools,just a different era) to program Excel spreadsheets for the marketing department is foolish and a waste of money.
