It's not 'playing catchup' really. It's a strategy: wait until someone else creates a market which is larger than the first couple of tech-people. Once it hits a majority of 'normal' users get in and take over. It's risky, but if you have enough money you don't have to take the risks of R&D and trying out if people like your new stuff.
Sometimes they're a bit late (xbox, etc.) but it's the same idea, they see the market is ready and is of importance so they enter it without having to create the market.
