The article also says they don't need it because they'd be placed in a destructive orbit anyway. So which is it? Probably both. There's nothing about the design that requires it to be in a certain orbit. Some may be placed in LEO. Others in polar orbit... others, maybe into a non-destructive orbit.
Where's the backup if the primary propulsion system fails? Oh. Right... there isn't one. One loose wire and it'll be up there for centuries, instead of years.

I wish I had mod points. The McCain Torture Ban, as written, is an absolute ban on torture. The "legalization" you refer to comes from a "signing statement" by President Bush. A signing statement is when the President signs a bill into law and says "Part X of the law is unclear, so I'm going to interpret it to mean Y." In this case, President Bush said "The part of the Torture Ban about whether torture is banned is unclear, so I'm going to interpret it to mean 'Torture is NOT banned.'" John McCain waved the bullshit flag. A day or so after the signing statement was made public, McCain was asked about it and said, "If Bush didn't like the bill, he should have vetoed it" and then promised that if he was elected, he wouldn't make any signing statements at all. John McCain is NOT in favor of torture.

Yeah, he's got special insight into banking scandals. That's why he cosponsored a bill to regulate Fannie Mae and Freddy Mac far more strictly in 2005. If the Democrats hadn't blocked that bill, the companies wouldn't have melted down. Of course, if the Democrats hadn't blocked that bill, they wouldn't have been able to give so much to Democrats in campaign contributions.

"All Quiet Alert" Issued For the Sun 463
radioweather writes "The phrase sounds like an oxymoron, and maybe it is, but the sun is extremely quiet right now, so much in fact that the Solar Influences Data Center in Belgium issued an unusual 'All quiet alert' on October 5th. Since then the sunspot number has remained at zero — solar cycle 24 has not yet started. There are signs that the sun's activity is slowing. The solar wind has been decreasing in speed, and this is yet another indicator of a slowing in the sun's magnetic dynamo. There is talk of an extended solar minimum occurring. There are a number of theories and a couple of dozen predictions about the intensity solar cycle 24 which has yet to start. One paper by Penn & Livingstonin in 2006 concludes: 'If [trends] continue to decrease at the current rate then the number of sunspots in the next solar cycle (cycle 24) would be reduced by roughly half, and there would be very few sunspots visible on the disk during cycle 25.' We'll know more in about six months what the sun decides to do for cycle 24."

'Even though Alex was a research animal, he was much more than that. This species of parrot generally lives to be 50-60 years old, so Alex was only middle-aged when he died. According to some reports I have read, it is possible that Alex might have succumbed to Aspergillosis, a fungal infection of the lungs that he has battled in the past. However, the cause of death will not be known until after a necropsy has been completed... Alex's veterinarian is returning from vacation to personally conduct this necrospy.'"

ttsiod writes "An internet connection is not always at hand. I wanted to install Wikipedia on my laptop to be able to carry it along with me on business trips. After trying and rejecting the normal (MySQL-based) procedure, I quickly hacked a much better one over the weekend, using open source tools. Highlights: (1) Very fast searching. (2) Keyword (actually, title words) based searching. (3) Search produces multiple possible articles, sorted by probability (you choose amongst them). (4) LaTeX based rendering for mathematical equations. (5) Hard disk usage is minimal: space for the original .bz2 file plus the index built through Xapian. (6) Orders of magnitude faster to install (a matter of hours) compared to loading the 'dump' into MySQL — which, if you want to enable keyword searching, takes days."
