Yes, plasma. But not the kind of plasma you are assuming. This is a plasma that results from the amplification of H2O surface tension. The sheath of tornadic vortices is comprised of rapidly spinning nanodroplets; chains (polymers) of H2O. It is a water-based plasma comprised of nanodroplets that have had their surface tension amplified by wind shear. The resulting vortice is the mechanism that the atmosphere employs to deliver the low pressure energy from the jet streams to the location of the storm. These spinning polymers of H2O are as hard or harder than ice. The spinning is caused by wind shear. I refer to it as "surface tension on steroids."
This is the only phenomena in the atmosphere that is consistent with this notion of ice crystals banging against each other inside a cloud.
