Your link literally says only 38% of African Americans have received ONE dose. Look at the "Percent of Total Population that has Received a COVID-19 Vaccine Dose by Race/Ethnicity, Selected States, August 2, 2021". So in America it is 38%, not 20%.

You can get a "booster" shot by simply showing up and telling the person that this is your first vaccination shot in the US. There are no digital records so they won't know. Definitely recommended! I might get a fourth one in a couple months just to be extra safe.

Emissions aren't linear based on population. Even if 25% of Americans disappeared tomorrow, America would still emit an amount of emissions that would be reduced by 25%. That is because most of emissions are fixed, due to manufacturing and export. Similarly, even though Finland says they are "Green", they aren't because they export their poison (oil).
