This would not appear to be accurate as I restored a developer account in a phone call with Apple support. No dedicated apps, no iMessage. Had to setup a meeting and was done over the phone.

Apple allows other browsers on iOS, firefox, duckduckgo and others are there. the restriction is the underlying rendering engine is the same as the one shared by Safari. but that is the rendering engine and does not stop one from going to different stores. Think you are misunderstanding what Apple is trying to limit, which is the download of any binary to iOS. Which started as a means of security, long before apps became highly profitable. A lot of folks made a lot of money off this. For some others they want a lower commission or no commission so they get all the profits. But that was probably not the original role of the app store. Should the 30% rate drop? I think it should, by quite a bit, but I also will not download from other app stores due to security, once they are available. You may not like that, so don't use it. You also can write your own apps and upload to your own Apple device as well.

I think that some of the use cases you speak of are part of Preview in MacOS, certainly re-order pages is there. And Preview is free on that platform pdfshuffler - does that in Linux as well
