Can you please reference this? If Wiki is right, you've got the wrong century, the wrong protagonist (the U.S.), and it's an unproven allegation, not fact.

So, it is not known if the idea was implemented in the mid 1700s, and if it was, it is not known if it had it's intended effect since the disease was already in the region for quite a while. The story of the pilgrims suggest a plague (probably smallpox) preceded their arrival. There's nothing from the mid 1800s attributed to the U.S. as you suggest.
