A simple model shows that the 2% increase in Earth's albedo needed to offset the radiation imbalance of 2W/m^2 can be achieved by working on the reflectivity of the urban environment (rooftops, road pavement , parking lots, etc). Of course, it works best in high-insulation tropical areas. And, being distributed it is very unlikely that it will cause localized unintended consequences. You do not need to put supporting structures. Just spray paint with highly reflective paint or apply a thin film...

You don't really need a 98% reflectivity to cool the Earth. 70% to 90% will do just fine. It is more important that it be applied in places with high incidence angle, and with a large number of clear sky days. That means in the tropical region. Totally agree that ecosystems are incredibly complex. Now, about geoengineering: would you agree that pumping up 1 cubic kilometer of buried fossil fuels every day, burning it to generate 1000 cubic kilometers of greenhouse gases dumped in the atmosphere has severe consequences for our system.... trying to partially offset these effects by reflecting back to the space part of the incident solar radiation does not seem so bad. Of course, the effects must be evaluated and there are lots of knowledgeable people with the tools to do this.
