Almost every library, from the Podunk Public Library to the Podunk University Library, doesn't use tapes anymore. Libraries use the internet to connect to the Library of Congress via Z39.50 and get their MARC records free of charge from LC's Z39.50 server. OR if LC doesn't have it, they can connect to the hundreds of thousands of other library databases hosting Z39.50 servers and get the records from them, for free. OCLC is not the only game in town anymore.
