"if plane is on autopilot, it should manouver the plane autmomatically if the pilot does not react" Not sure if you meant that as a question or comment. TCAS II provides both a visual images of aircraft in the vicinity of your aircraft. In TA/RA mode it will provide first a Traffic Advisory (TA) then if it feels that a collision is eminent it will give an aural notification to climb or descend based on what it has communicated with the other aircraft's TCAS system. You are taught to do what ever the box tells you to because the two (in each aircraft) are in communication with each other. If the Soviet crew followed the voice commands (RA) of its box a few months ago, a lot more people would be alive on this planet today. In the end, the autopilot will not move the controls to avoid another aircraft. That is up to the crew.
