This is a pet peeve of mine. In journalism school, we learned to use "says" or "acknowledges" in these contexts because, as you pointed out, words such as "admits" carry inaporpriate negative connotations.
That said, I graduated in 2012, before the entire industry gave in to SEO and clickbait, so who knows what they're teaching today.
