So other old farts like me won't have to waste half an hour to figure out how to sign up for this thing...
Just click on 'View all parties' (somewhere near the top of this page), or use the 'Search' drop down list to select a US state - or from a (limited) list of some foreign countries... That will produce a list of locations to choose from for attendance.
