SEL does make encrypting transcievers (302x). Depending on your SCADA system, I would not yet recommend a SEL device, such as the 3332, especially for untrained engineers. What SCADA system is your company planning to employ? Have you looked into adding a dedicated phone line to keep your information off the network? Have you contacted a local power company who very often employs secured SCADA systems?
