We've used this in Norway the last couple of years. Rescue authorities are granted access to the locator system when people are reported missing. I guess this works because we have pretty much 100% geographical coverage.
Police can also be granted access to historical records in criminal cases to track the location of specific cellphones used by people involved in the case. The locator information is treated as private and confidential and the police need a court order to have the records released.
