1 way to make your IT department "move faster": Actually invest in it.

The people, the tech. Stop over scrutinizing every fucking line item, and LOOK TO THEM FOR GUIDANCE AND DIRECTION,
not just when you have a problem that needs to be "fixed".
Valuing your technical and operations teams (and paying them like you value them) goes a long way for productivity.

Just because your product isn't IT related does not mean you should treat them like any other overhead operation: A throw-away dept that you don't understand.

You need to leave asap. These people obviously have no incentive to improve and they're only going to become hostile once you start trying to make changes.

idk man, I'd take this as an opportunity. Get them in your pocket, show them that YOU are the GOD that can bring them into the new age. Could be a hell of a resume fixture.

2. powerpoint presentation on just how fucked they really are, complete with flowcharts and LOL gifs
3. preview development plan on getting everything current
4. write number on piece of paper of what it would take to get the job done
5. pass it around, watch them squirm
6. go-pro camera
7. post results
Joking aside, given the current team doesn't understand the current technology, you'll have a much easier time getting them used to the new tech going forward. Good luck.

Sounds like a problem better remedied then left to languish....or else people can just stop complaining about their "crappy soul-sucking job". At the end of the day, you get out of it what you put into it like anything else. If you're a clock in clock out "look at me i'm never late" drone, but complain about how much you hate your job, and how much the job market sucks, maybe the problem lies in your own complacency ; And in that case, you have zero right to complain.
