I am a 21-yr-old computer science student currently living in Lima Peru. Yes my country is on the verge of approving a law that mandates the use of free software in all government entities, maybe some of you IT professionals and dot-com-refugees should consider moving to Peru.... I'll keep you posted on my web site about the law and the IT situation here in Peru.
