What Level 3 Driving offers is the ability to fail gracefully.
In theory, a Level 3 certified system should be able to give you sufficient warning that it is unable to manage the situation in time for you to look up, evaluate, and take over. You should not need to be monitoring the road ready to intervene during Level 3 self-driving operation. This is why, for example, MB enables video playback on the media screen during Drive Pilot sessions.
I don't know if I'm ready to trust Level 3, though. It feels like an awkward middle ground between 2 (you must be paying attention) and 4 (the FSD will handle everything).
