It is The Atlantic. They think Microsoft is "evil" so they want to twist the law to "get them". Typical SJW tactics. I am surprised they didn't mention racism somehow.

Microsoft does much more that we're happy to call "evil" when other companies are involved. It defied its own workers in favor of contracts with the Department of Defense; it's been quietly doing lots of business with China for decades, including letting Beijing censor results on its Bing search engine and developing AI that critics say can be used for surveillance and repression; it reportedly tried to sell facial-recognition technology to the DEA.

It has nothing to do with per capita. America is a high manufacturing First World country with a comparatively low population and thus has higher CO2 emissions when you calculate it per-capita. DO YOUR PART RSILVERGUN. You are part of the problem. Fixing climate change doesn't require the transfer of money from the middle and lower classes to the rich, like you want it to. Rocketry is old hat. I know you guys think it is rocket science but we have done it many times over. And no I do not want taxpayer money to go to Boeing either. If you guys want to play with your toys pay for it yourself. Fucking waste of money and time. Humanity is not going anywhere. Building a better rocket is not going to change that fact.
