It's money grabbing in that the rate they picked is designed to be unrealistic. Imgur's current API price is what, $0.06 CPM and that's the rack rate, not an enterprise negotiated rate, while Reddit wants 4x that @ $0.24 CPM for enterprise level clients.
Seems reasonable to conclude their goal isn't to charge a fair rate (which nobody is arguing with - including the 3rd party app devs). Their goal is to charge a rate so high it will kill 3rd parties or at least be so outrageous that if anyone is willing to pay it, they're making bank off them.
