No question that the typical web app can be written 5 times faster with rails, but ruby *replace* java? That's just silly. Would you want to implement a programming language in ruby? Build a 3D animation library? Display vector graphics? Simulate weather? Dude. One of these languages is very high level and one of them is relatively low level. They have very different strengths and weaknesses.
