AFAIK, all countries use a First-Inventor system rather than a First-To-File system.
In case anyone cares, all countries but the USA and Philippines have a first to file system, in which the first to file will be awarded the patent. We have a first to invent system, where you have to prove you were the first to make an active effort to create your invention.
