Ultimately if you want to do one device per child, cost per unit is probably the deciding factor for most schools. A close second is that non-technical staff can usually be taught enough about the google education ecosystem to accomplish what they need to in their classrooms in a 60 minute session. A student dropped it off a table? Hand them another one and have them log in again.

Lineage brought new life to a couple devices for me. It isn't perfect but their site offers decent walkthroughs for both devices I tried (Amazon FireHD and Nexus 6.)

I have with a similar setup to yours, anything on 2.4Ghz is too noisy in my apartment building, it is great but not flawless on 5Ghz N

I bet the staff here is wondering how a swastika ended up in a bathroom." My gut tells me that combined with wanting to carry a hand gun led to just to the concern of the administration.
