Venture capital is investment from a variety of sources. Billionaires are people with a billion plus in the bank or stock or some asset. Billionaires are leaving California because of the taxes that California is charging them. All they have to do is live outside the state for just over 6 months.
A billionaire can leave their company in California or at least part of their company. They can really run it from anywhere,or travel back and forth from a low or zero income tax state.
The Six-Month Presumption: While some states use a strict "183-day" rule, California presumes you are a resident if you are present in the state for more than nine months out of the year.
So, 6 months in the state or just travel back and forth from Texas or Florida on their Netjet or private jet.
