European truck surround their wheels with astroturf-lined flaps that keep spray down. I do not see much in the way of road spray suppression gear around the tires of tractors and trailers in the USA.
The only reason I can think for this is that encasing the wheels would lead to heat-build up, which is more likely to be a problem in the USA's hotter climate.
