Disclaimer, I work as a Microsoft on AWS Partner Dev Specialist at AWS (formerly worked for Microsoft as Azure Specialist Sales). It's not good practice to migrate or even evaluate cost of running workloads in the cloud by doing a 1:1 comparison of current environment. When migrating Microsoft based workloads to AWS the biggest potential in cost optimization is to right-size. By rightsizing your instances you can optimize licensing of e.g. SQL Server by typically by running on instances requiring far lesser cores. This will often result on less spend rather than keep yourself locked in by discounting. Also AWS will support customers directly or though partners with structured programs to modernize away from SQL Server as much as possible yielding further optimization.
