MS can't enforce that condition because they monopolize the OS market.

Forgive me for not reading your other post, but if the argument in it is that facebook did opensource their php-to-c compiler, then i know about it. The point was why would a company that provides a certain service open source the platform they provide their service on, if what really matters to others are the APIs rather than the platform itself. The only people that would benefit from the platform being open sourced are the competitors. No sane businessman would want to feed his competitors at the cost of his profits.
