It IS being taken very seriously. My company produces a mainframe emulator for CICS, VSAM, VTAM, JCL, TAPE, GDG, etc,. and we've used it in around a dozen companys in the US to move applications from 1 few 100,000 lines to over 2M lines of batch and CICS COBOL to Windows servers.
The primary reasons a customer chooses us is cost reduction, followed by ease of migration. We use MicroFocus's COBOL compiler with our own pre-processors. This allows almost all applications to be migrated by simply re-compiling (yes, there are a few *minor* details there), we've brought over 1 million line applications (using 3 programmers) in 90 days, start to finish. The results are the client has a complete system with all the bells & whistles from the mainframe, 0.1 second response time (average CICS txns') AND they're saving anywhere from 25,000 to 80,000 per MONTH (US$).
