Net Congestion Censorship Strategy (Score 1)

How about something more immediete than the long-term goal of education?
Now, I don't actually know the net, so could someone please clarify
whether the following strategy would work practically:

When a group decides that it doesn't like a site, bombard it with constant requests & reloads.
Wouldn't that max out the server, and prevent anyone else from being able to view the web pages at anything but a snails-pace?
