This is a pet peeve of mine, as more and more stores are forcing you to show ID to use your credit cards.
However Visa will not enforce that provision of their "recommendations." I have complained to Visa multiple times about merchants that require ID and refuse to go through with the sale if you don't show any. Visa just says that while it is in their requirements, the specifics of enforcing it are up to the bank that the merchant has their Visa account through.
So you have to find out who their bank is and complain to them. Whenever I have tried, they say it isn't up to them, it's up to Visa.
Complaining to your own Visa-issuing bank also results in the, "we can't do anything about it, talk to Visa itself."
So you just get the run around back and forth and back and forth. No one takes responsibility, and large chains can institute policies requiring ID without having to worry about losing their ability to take credit cards.
