It is illegal for a couple of reasons
1. There is currently no retail version of Mac OS X for Intel, it is only bundled with shipping computers. Any copy installed on a generic PC is one of these bundled OEM copies of Mac OS X, and is only for use with the computer it shipped with.
2. Installing Mac OS X on non-Apple hardware breaks the Mac OS X End-User License Agreement ("EULA")
