Um, lets try a little math. The 100M was from 2015 to 2019, so 5 years. there are 327 Million people in the US. 10% of those would be 32Million people, so over 5 years that would be 20M per year divided up between 32Million people. I don't think $0.65 per person per year is a 'significant subsidy'
