China's elimination of Homicide is not due to cameras.. (though they help in finding out who did what..) But lets be honest.. anyone that's going to commit murder isn't going "Oh darn, there is a camera there... now I can't do that". Most murder is premeditated which means they KNOW the risks and do it anyway.
So its really a combination of things..
1: Strong societal support in general (mental illness, jobs, food, health, etc..) means most of the pressure causes that lead to homicide are reduced.
2: Weapons like guns are strictly controlled with severe gun laws (crimes commited with a gun are a virtual death sentence... so really only your hardened criminals are going this route).
3: Crimes are severely punished.. (very few people escape the law due to their status/wealth.. in fact, there is more of an incentive to prosecute the higher status/wealthy people to PROVE that the justice system is "blind"... its not.. but its a damned more "blind" than the US model where wealth and status are virtual get out of jail cards.. or if you do to jail, its more of a "spa day" (only still water, no sparkling, and only 2 choices for dinner instead of 4).
4: THEN you get into surveillance which is less used by pre-monitoring.. and more to "what actually happened".. we won't use "he said/she said" unless that's the ONLY evidence.. there is almost always some external data they can pull to prove which side is "right"..
5: Personal responsibility.. China and Japan both have strong social pressures to accept responsibilities for one's own actions (or those we have direct influence/control over like family or subordinates).. Because of that, there is a LOT of self-policing that goes on.. (monitoring your own actions and those of others) to help prevent "face loss".. (this is not a "legal thing") but rather part of social pressure and self-policing.. vs. in the US, its more of a "I got mine, fuck everyone else" This self-policing also extends into business (this doesn't mean businesses won't cheat.. they will..just like ALL businesses do.. but what it does mean is the cheating is designed to be more quiet and subtle... less of a smack in the face an dare you to comment and more of a "what happens behind closed doors, no one should know".
6: Finally.. The police.. Shockingly.. China's police (in GENERAL.. BROADLY speaking) have a more cooporative relationship with the local citizens than the US. The US, the police are at BEST. highly antagonistic.. and at worst, adversarial... which only really benefits criminals.. Think about it.. no one wants to deal with the police because THEY are often treated as PART of the crime rather than the victim (or even an observer) in the US.. This even extends into just driving around.. There are less "police waiting to stop you for stupid reasons" and more "when you need help, they come quickly".
All of that together combine to drastically reduce homicides because there really isn't any reason to commit it.. This is not to say homicide doesn't exist.. it does.. but usually those are the people that are either involved (directly or indirectly) in crimes, truely accidental death (vehicular homicide for example), or crimes of passion that override reason.. (ex: wife cheating on husband and he flips out.. and even that is surprisingly low because there are more people married there for compatibility and financial comfort than PURE love.. (love exists in the marriage.. but sex is just sex...so in some cases (not all) the spouse doesn't see a mistress or "other family" as cheating (if they don't short change them.. ie:.. buy your mistress a ring.. that's fine.. but mine better be bigger than hers.. otherwise we have a problem).. again, this is NOT universal but its present enough that its a variable.. though this is changing a lot, especially with the young people that are adopting a more "western" mindset of monogamy... (which ironically is also pushing up the divorce rates in China.. but that's a different topic).
