By requiring a certificate, this is defacto control of sideloading. Google can refuse to issue a certificate for whatever reason they want. The argument is that if it's your device, google should not be involved at all in the sideloading process. I really can't come up with a reason this is any different than Microsoft telling you you can't install chrome without their blessing.

There is no world in which making aid recipients pay upfront will work. Colleges are already plenty equipped to verify students with remote proctoring tools. Well that's the kicker isn't it. Someone can walk up to you on the street, vaguely threaten you to get you to unlock your phone with the pin code, and now they have access to everything. Have fun. Of course they could do that before passkeys since ever other person seems to let their iPhone remember all their passwords anyway. That's a fair idea, but the concern with pills is condensation because many many drugs are sensitive to moisture. There are virtually no pills that can't be refrigerated from a temperature standpoint.
