I think you might be misunderstanding the sort of technology we're dealing with here. Microwaves, even low level ones, are not just a little painful, they are excruciatingly painful. Pepper Spray was once designed as non-lethal crowd control, but has been connected with teh deaths of thjousands of americans since police began widely usung it.
