The company that makes the game's entire business model is to monetize volunteer crowdsourced map data, especially after their AR features bombed. They also have a platform called Wayfarer that crowdsources collection and moderation of points of interest (eg random signs and graffiti) to build a database of GPS coordinates and AR scans that they can license to game devs trying to replicate the unique success of the Pokemon IP. They're infamous for ignoring feedback from their customers, the same ones who are building and maintaining their location databases for free and paying to play the game for more than 5 minutes. For such a massive userbase, the users mostly hate them and the hostile choices they make (like denying access to completing your collection depending on where you live or your social preferences, or nerfing and price gouging a universally appreciated feature that lets you fight bosses online with remote friends). The game design incentivizes people to trespass and drive with multiple phones in their lap, of course it inspires people to vandalize OSM. Niantic just sees it as a free resource to exploit.
