IMHO, states should be wary of creating rights of society instead of rights of the individual. The rights of the individual should be made up of basic freedoms and nothing more. Otherwise, the basic freedoms of the inividual (such as the individuals right to his/her own property, in this case probably money) will have to be compromised in order to ensure that all of society has access to a telephone, for example. bp
