As far as I understood the question was about xcon. Well, I can assure you - not. Authorities are busy with other things, to be bothered with things like a computer con. Further - its sort of politics in china to support people interest to IT security, you just have to make sure you don't 'own' chinese networks...
I guess this the common in the west belief about the 'chinese authorities' bit, is a result of 'post-cold-war' western media propaganda. In reality I beleive police is more sneaky in US than in China. it just gets less 'negative' exposure.
