It is not a surprise if Microsoft has patented CSS as they intend to use this specification to build new file formats in Office 2000 to replace native formats from Word, Excel and others.
This licence is undoubtedly done to block other editors who would use the CSS outside web browsers. CSS will replace HTML language and thus Microsoft will be able to dictate towards where language CSS will go owing to the fact that Office is really the standard.
