Incorrect, there is no such European law. Remember that we also have CHAdeMO in Europe (which loses ground since only Japanese car makers support that)? The reason NACS will never take off in Europe has to do with home charging: 3 phase. The Tesla plug does not have enough pins to support that. CCS2 does, and supports home charging at 11 kW, 22 kW and even 43 kW.

It is huge since it supports 3 phase charging as used in Europe. That requires more pins than NACS provides. Simple.
